Governance

The ranking is a published, versioned function of verified evidence. Independence is built into the system, not promised on top of it.

Separation of powers

The ranking engine has no access to billing or identity data, so payment cannot reach the score. The web application can read published rankings but cannot change them; staff can only file requests, which the engine runs and logs.

Reproducibility

Every snapshot records the fingerprint of its inputs and outputs. A recompute re-runs the engine on the stored inputs and checks that both fingerprints match.

Methodology changes

The methodology is versioned. A new version is published with its parameters before it is used, and every snapshot records the version that produced it.
